2016 begins with the commissioning of the new portal, SDI of Cáceres. On February 11th, the BETA version of Spatial Data Infrastructure (SDI) of Cáceres is published, which is debugged for a month until, finally, on March 10th it is officially launched with more than 30 data sets.
From GIS of Cáceres, we put in a lot of enthusiasm and work into this portal, hoping that the published content will be of interest to citizens and professionals.
During the next months a pile of data, managed by the Cáceres GIS, are transformed into SHP format for loading on the Geoserver server, and then integrated into the SDI, using CataMDEdit as a metadata generator. Data is transformed almost of artisanal ways, with manual and tedious processes.
On April 22th GIS participates in II Technical Conference University, Public Sector and Business, which develops in the Hall of Acts of the Faculty of Philosophy and Letters of the University of Extremadura, Cáceres, presenting SDI as evolution of GIS towards a new paradigm of reuse of data and interoperability between administrations.
The layer corresponding to the new points of access to the monumental city controlled by cameras is scanned and loaded into the GIS, as well as the restricted parking area within city walls.
Among others, it is about transforming the Municipal General Plan for his publication from Geoserver in the SDI, but the attempt fails due to the complexity of the process.
On May 11th, GIS participates, together with Opendata Cáceres, in the V SmartrUrban Conference held in Badajoz, presenting the GIS of Cáceres as an example of a very useful tool in smart urban spaces.
At the end of June, the contract for the renewal of the GIS photographic inventory was awarded. Over the next 6 months a team of photographers directed by Antonio Álvarez (GEOCITY) will have to make more than 30.000 photographs and generate the corresponding databases, which will allow updating the images of streets, government numbers, place names, etc…, in addition to completing the fords of garages, blue zone, loading and unloading zone, playgrounds, bus stops, reserved parking, etc… . The delivery will be in SHP format, and with the FME program the data will be loaded in GIS.
At the beginning of July, Cáceres GIS presents, together with Opendata Cáceres, the paper “Cáceres Ciudad Inteligente: Datos abiertos” (Smart City Cáceres: OpenData) in the Smart City, Mobility, Sustainable and Road Safety course, framed within the XVII Summer Courses of the University of Extremadura, which takes place at the School of Technology of Cáceres.
And at the end of July GIS Cáceres receives a new that they have been selected to do a presentation in the Inspire Conference, it will held in Barcelona in September, a great recognition of the work done in recent months.
From September 26 to 30, Cáceres GIS participates in the Iberian Conference on Spatial Data Infrastructures 2016 and the INSPIRE Conference, which are held in Barcelona, and where the SDI of Cáceres is presented nationally and internationally with great success and recognition.
On October 19th, Cáceres GIS participates in the SOCINFO Seminar “Digital Transformation of the Public Administrations in Extremadura”, celebrating in Mérida, and which it presents Cáceres GIS and SDI as a way to improve the accessibility of the citizen to the administration.
In November a new tool comes to GIS that will become essential for the management and maintenance of the system in general and SDI in particular. This is the FME program. A license is acquired. In mid-month, the program’s training course is taught, attended by technicians from the Junta de Extremadura and the company GeoDatum.
This new program will make it possible to streamline, automate and perfect data transformations from GIS to SDI or from external providers to GIS and SDI. In the month of December the development of the transformation model of MGP (Municipal General Plan) of Cáceres begins. This will allow their publication on Geoserver.
The year ends with the publication of a new edition of the street paper, the fifth. The Mayor of Cáceres presents it on December 28th .The new street map breaks with the scheme of the previous editions. It relied on the cartography of 2012 and includes many changes: contour lines, government numbers, direction of traffic, etc.It also has a new larger size than the previous ones, but it keeping the 1/8000 scale in all its points.
One of the things to highlight it is the use of QR codes for access to more information, as well as a version always updated in PDF of the same street. In this new edition, the cover and back cover design has been specially taken care of, something that has been done by Francisco Javier Cruz. In this new version Cáceres GIS has been working almost 2 years.
At the beginning of this year the server of the metadata catalog of SDI of Cáceres, based on the GeoNetwork server, is put into service.
The first results of the renovation work of the photographic inventory arrive. More than 20.000 photographs corresponding to streets and government number are loaded into GIS. Throughout the first quarter, the rest of the data is updated.
At the end of January, the new access index to the city’s MGP is put into service. For now it is an improvement in the way of access to the PDF of the plan based on a fixed map. This fixed map shows the sheets on which each series of planes is divided.
On March 16th, the Municipal Plenary approved partially the Catalog of Public Roads of the Municipality of Cáceres, resolving the allegations presented for the provisional approval of September 2015, and opening a new period of allegations of one month to be able to claim only about certain subset of roads.
On March 21th, the 600 followers on Facebook surpass. Social networks, especially Facebook and Twitter, have become a fast and direct way to reach citizens.
In April, the MGP viewers are presented, fully interactive and multiplatform. It has been a laborious work in which more than a year has been invested, and in the end it has been possible to complete thanks to the FME program, which has allowed transforming the complex system of layers and maps in DGN to SHP format for publication in the SDI with Geoserver.
From today any citizen can consult the MGP of the city in an interactive way, activating and deactivate layers of information, and accessing the documentation of each zone, area or region with a single mouse click.
On May 8th Cáceres GIS receives the prize for the best public initiative of 2017 from the President of the College of Computer Engineers of Extremadura and the Mayor of Cáceres, during the 2nd Night of Computer Engineering.
Once the Master Plan for the Wall of Cáceres has been approved, the document delivered by the Junta de Extremadura for its publication in the SDI is reorganized. Thus, in mid-May, the viewer of the Wall Master Plan is presented, which facilitates access to more than 18 GB of information in an interactive and detailed manner.
On June 7th GIS participates in the VI SmartrUrban Conference held in Badajoz, presenting two papers on the SDI of Cáceres and the Cáceres View APP as an example of applications that reuses the contents offered by the SDI of Cáceres and other national SDIs.
At the beginning of September Cáceres GIS presented, together with Opendata Cáceres, the paper “Open data in public administration” in the course Smart City, Open Data and Accessibility to Plubic Services, framed within the XVIII Summer Courses of the University of Extremadura, which is developed in School of Technology of Cáceres.
Throughout the months of November and December the server hosting the SDI is migrated to a new environment in which the latest versions of Geoserver and GeoNetwork are optimized, thanks to the technical assistance contracted with Oscar Fonts.
Equally, a new review and update of Cáceres View APP is completed, which is presented at the JIIDE 2017, held in Lisbon from November 15th to 17th, where Cácerse GIS shows this APP as a success case of data reuse from local, regional and national SDIs.
The new version of the Cáceres View APP presents numerous novelties, starting with a new reimplementation of the same one based on the updating of the programming libraries, a new more modern aspect and new functionalities: North indicator, improved geolocation button, menu of layers to be able to activate/deactivate, and the most outstanding: to be able to click on a point and automatically recover data (property GetFeatureInfo).
The Mayor of Cáceres makes the official presentation of all these new on November 23th, as part of the visit of the technicians of “My Smart City” initiative of the RECI in which the two technicians travel for Spain with a car 100% electric to know the work on smart cities that are being developed in each cities they were visited. It is the second time they visit Cáceres GIS.
The year ends with the final approval of the Public Roads Catalog of the Municipality of Cáceres by the Municipal Plenary on December 21th. This is the end of a long, laborious and conscientious work of elaboration of this catalog, which has involved almost 10 years of work since its start.
In February, the “Eye of the Time” (El Ojo del tiempo) and “Orthophoto Comparator” (Comparador de ortofotos) viewers are presented, which allow you to combine two images from different periods to study, in an interactive and fun way, the urban evolution of the city. The series is completed with “Window of the Time” (La Ventana del tiempo), comparator of cartography of different periods through a superimposed window.
On February 27th, the final approval of the road catalog is published in the Official Gazette of the Province of Cáceres.
On March 6th, Cáceres GIS YouTube Channel is inaugurated, and the first promotional video of the Cáceres View APP and the layer in Layar is published. It receives a good reception, with more than 250 reproductions in the first two days.
On March 7th, the Mayor, together with Elia Quirós and the rest of the UEx research team presented the work “Study of the photovoltaic solar potential of the roofs of the city of Cáceres”, developed under a signed collaboration agreement between Cáceres City Council (Cáceres GIS) and the University of Extremadura (School of Technology). The GIS provided the cartography, 3D covers of the buildings and digital models of the land. Elia’s team carried out the calculations, also relying on the data offered by the AEMET, and finally from the GIS, the web page and the viewer were created in order to see the results in a simple and graphical way. Equally, the data is uploaded to the SDI, Cáceres View and Opendata.
With students coming from the university, the digitization of planning and discipline files is faced.

On March 19th, the magazine MAPPING publish 186 edition, which includes the article “APP Cáceres View, the local SDI at the service of the user”.
On March 21th, the second GIS promotion video is published, dedicated to Routes by Cáceres. This video is a reunion with the cultural and natural heritage of Cáceres. It receives a great reception, with more than 500 reproductions on the first day.
On April 12th, Cáceres GIS presented in Madrid the paper “Accessible planning, Transformation of the Municipal General Plan to different formats for publication through the SDI of Cáceres” in the course of the FME World Tour, which takes place in 77 cities from around the world, where the novelties in this application are announced and different guests participate telling their experience with the FME program. GIS uses this program since the end of 2016 for the transformation of file formats, thought of its integration in the download service of the SDI of Cáceres.
They select two papers presented by the SIG to the IV Smart Cities Congress, to be held in Madrid on May 30 and 31, 2018. The presentation made with the collaboration of the UEx “VISOR OF THE PHOTOVOLTAIC SOLAR POTENTIAL OF THE ROOF OF THE CÁCERES CITY “Among the 20 selected for oral presentation and also for publication in the conference communications book. And the presentation “CÁCERES VIEW: ALL THE INFORMATION OF YOUR CITY IN THE PALM OF THE HAND” for publication in the conference communications book.
The G.I.S is an alive system, this will never end. It has to be maintaining continuously, and has to be always current.
Every component of the GIS has to evolve: the hardware, the software, the cartography and the employers.
